I really do not think EP is the place for anyone under 18. It seems many people agree. The appropriate solution would be to create a similar site for the under 18 crowd. When someone signs up for the site, if their age is selected as under 18 they are automatically taken to the minor EP. They wouldn't even know that it wasn't the adult EP.
