A man is handicapped and can't find work easily? When you engage him, he spends much of his working time chatting.
I'm trying to get a balanced opinion of this in my mind. If someone is in pain, maybe chatting is his/her way of relaxing a bit more. However, it miffs me that I then have to pay two extra hours because that person has been chatting. On the other hand, I feel sorry that someone should have to work when they're in pain (he IS in pain).
Any ideas?

No. I have seen this plenty in my time. The a-hole who is so easily distracted from what he should be doing is also the a-hole who is most likely to get injured, injured repeatedly, injured seriously.
He is also the most likely to be a lazyass, looking for a way to cook up an income without having to produce anything of value. Also, he is the most likely to figure that a serious injury is worth the pain so he can reach that goal.
I ran out of sympathy a while back once I began to get looks inside the lives of people like that. When you come from the shelter of the suburbs, as I did, you tend to think that everyone buys into the social contract, but hoards of people do not. They can starve for all I care.

Disable all the social sites including chat sites from work. He can chat from home can he not? A lot of people, including myself, get online from work.. but if someone is getting paid hourly, that is a different case.
