    A local bar. A restaurant. The community Center. Or, just break a window, while you window-shop

    If you're religious, go to church. If you like dancing, go dancing. If you enjoy reading, go to book stores and libraries. If you like drinking, go to clubs.

    Let your interests lead you in the direction of people with similar interests.

    Local groups with interests that suit you, ie book groups, dancing classes etc.
    just generally going out and being friendly.
    Ask people from work to do something one evening.
