well first of all attractiveness is more than skin deep. you gotta look at the whole picture & judging soley on physical appearance, you seem like an attractive young man. on the other side of that coin, if you have low self esteem, no confidence & generally feel bad about yourself as a person then that is going to show in how you carry yourself. most of what you communicate & express isn't just in how you look or what you say. its your tone, its your vibe, its your attitude, its your personality, its your character. all of those things combined with what you look like & present yourself is what will make you appealing to the opposite sex. if girls aren't liking you, the probem may lie within you internally, not externally, since most people here have answered your 50 million different ways of asking this question with the standard 'you are not ugly'.

your still really young yet. give yourself time to grow into yourself. not having a relationship shouldn't determine your self esteem

You are very good looking. I know, I'm old...and my 23 yr. old daughter thinks you are more than plenty cute. It makes me sad you would even ask this question. Don't be so hard on yourself. As one who has thought the same thing of himself for many a year I will be totally honest in telling you you are not ugly. I've seen lots worse, as I've looked in the mirror a few times. Sometimes it's just a chemistry thing, but someone will come along who will see you in a way much different than you see yourself. Just give it time.
