Hi there! Starting any club on a campus can be fun and easy, and can be great to put on a resume. Go to your campus activities office or Student Government and ask them how to go about it! Then once you get the idea approved, you can hand out flyers/post them up (you'll need permission probably to do so) and spread the word through word of mouth, friends, social networking, etc.

Some college have different ways of how these things start up, but you probably have to submit a formal request (dean of student affair, activities office) and then start a petition to make sure the other students have an interest and if all passes, then you just have to start recruiting members to join. Will most likely take an entire semester before you are an official club.
There really should be one... that is really odd. If there is a student organization committee try to get your club established officially.
Post fliers/get social media attention about it, or talk to the student union to establish the club through them to make it officially through the school.
