It depends on what they do with their hacking capabilities. Many hackers are employed by the government to find security flaws in their software. Of course there are plenty of malicious hackers as well.

many hackers are paid by the government.. mostly because they were not good in the first place and got off on a partial plea bargain.. then saw that they could do what they love.. legally.. AND .. get paid for it

Depends - they can be both. They can keylog all your personal info out of your hard drive or they can help you with a shortcut or with speed.

Very bad!! They should have their internet privileges removed for life by having to wear an ankle bracelet that disables any computer the minute that they are 5' from it....and wear a permanent sign saying "Internet hacker".
