Are you supposed to report tax refunds?

im getting refunds from taxes from retirement money and from para subbing in the schools, i know hud told me one time its earned income so i dont have to report it to them, but what if youre getting medicaid? do i need to report it to them? or do they have the same idea as hud, or should i turn it in just in case, or maybe i should just ask them, anyone know?

    You need to talk to your tax consultant, because the tax code is so complicated that the only person who can answer this is the one who knows the specifics of your situation and the tax laws.
