When they are old enough to pay for the date, drive themselves on the date and it they make a baby on that date, be old enough and mature enough to deal with it and take care of it...ok 30.

There are no shoulds in life. A child can date when they know how to get out of a bad situation and have the responsibility to carry the tools necessary to get home safe.

Despite a century of feminist anti-marriage hate, young women should be looking for a good husband around age 13 or 14. Young men should be looking for a good wife in his mid 20s. Its always been traditional for the man to be older for reasons that should be obvious.

Pay attention to their maturity level. If it's love and not just infatuation, let it be. Otherwise, offer some guidance
