it is made from plastic
Buy real food. Once they cut something up for you and remove the fat it's not real food anymore and doesn't behave like real food.
It was either not real cheese / or it was low fat..for better results use a full fat mozzarella.
You can mix the cheese you have with other FF cheeses, 50/50...or whatever portions, for an improvement.

Lower temp in the oven, I'd try. How are you using it? It should melt if you bake it, but if you're broiling it would brown. The shredded stuff also tends to disappear if you're mixing it into something. If possible, try using it in the microwave.
is it low-fat? or the oven's too high.
not a fan of low-fat cheeses. it's ok in milk, but cheese needs to have a certain texture.

If you read on the package, you will probably see that it says, 'processed cheese food'. If you want it to melt like mozarella, look for the 'real cheese' symbol on the package.
