Your face doesn't stop growing until about 18. The snake bite will not be in the same place at 18 that it is at 13. Google it. Lot's of horror stories.

Even with parent's permission, I think 15 is the legal age for any piercing. It was when I went in to get my tongue pierced. Also, it might be state specific.

They can but they have to bring a parent or guardian with them to give their permission for your friend to do this. She can get it at a local piercing shop but make sure it's sanitary first.
Note that lip piercings are third for most painful body piercings, Eyebrow coming second and tongue, first. It's a pretty costly price too, if she get a good, sanitary shop ( which is better ). She'd also have to go through a 2-3 week diet of pudding, broth and jello ( which kinda sucks ) and it's better off if she gets it done one at a time.
