Oh, sure a bar of soap can get dirty. Just look at the bars of soap in any mechanic's restroom.
In a similar way, you may wish to ask what happens to the dirt when you use a waterless hand soap! Actually, the fats in the soap tend to disperse the dirt, and hold it in suspension -- so that it doesn't "look" dirty, but still is. Liquid handsoap relies on a towel to lift away the dirt that was previously held in suspension.

Soap can be dirty. It's actually the friction of rubbing and the water washing away that get rid of most germs.
