There is a fine line between forgiving someone and forgetting what was done. Just because you forgive someone, does not mean you forget what happened or that you continue to let it happen or that you trust them again. It means you don't hold it over them any longer and that you give it to God every time you feel the need to be angry about it. That doesn't mean you shouldn't be angrey, but it is ok to tell God about it. In prayer or even writing it down as many times as you need over the course of a few minutes, hours, days months or even years that you need to forgive. Sometimes forgiving takes work and sometimes years or a lifetime, but by letting go and letting God, you are freeing yourself as well.

What it sounds like to me is that they are sorry that you are hurt/angry about what they did. If they do it again or repeatedly, they are not sorry that they are doing it as they are fully aware that it does hurt/anger you. Clearly, they don't care.

Depends on the situation. The feeling of remorse differs in everyone and if it' s learned behavior or not. Either way, anyone can change their ways.
