It takes awhile for you to die from lack of oxygen. But, to die from like of blood to the brain is far quicker. It would depend on how strong the cut off was to the artories to the brain. No matter how you look at it... the person would become unconscious first... then die. You cannot die with out going into unconsciousness first. It's probably not because of oxygen getting cut off. It was probably strangulation which is stopping of the blood flow. Stopping the blood flow causes you to die a lot faster that asphyxiation, in which case it takes several(?) minutes for the blood to lose enough oxygen to kill you. It also takes a lot more pressure to collapse the neck enough to cause asphyxiation than to cause strangulation. Most people who die of hanging or having anything around their neck in general die of strangulation, not asphyxiation.
What is good for you to know is that strangulation is a lot less painful. Asphyxiation produces a response of a lot of pain / panic as your body will try instinctively to breathe quickly and save you but will probably fail. Consciousness may be had for many seconds in this case, or maybe even minutes, so there would be quite a bit of time of extreme trauma.
In the case of strangulation, the worst suffering would be either the pain caused by the actual pressure on the neck, or possibly a headache caused by the lack of blood flow. In the case of an efficient cutoff of blood circulation, consciousness would be lost in something like 10 seconds, so that is not very long to experience whatever pain there may be.
