They orriginally named it Devil's Island because of the tough weather and hard time they had making a living there. I've been there, and I think the HUGE mosquitoes also had something to do with it.

Could it be also that the inhabitants that made their living on the water could care less about any kind of state boundary between Maryland and Virginia harvesting and raiding oyster beds, crab pots, taking ducks, geese and as much Rockfish as the felt entitled to? There is rumor as well that there was a fair amount of illegal contraband smuggling going on from Devil's Island, couple all that with the fact there never was any kind of judicial system or laws of any-kind on that island until just before WW2
