The US certainly has the highest prison population in the world, but the figures are not as high as 25% of its own population. It's 25% of the world's prison population

Less than 1% of Americans are incarcerated. You need to read your own reference by the ACLU. The U.S. population is well over 300 million and about 2.4 million are incarcerated. Do the math.
