My cat does this from time to time, and I had always thought of it as a feline behavior. Maybe he just likes looking at you. Maybe he's like zoned out. Take some pictures of him doing that!

They usually want something or attention. I found out one of my dogs has been doing this because my mom has been giving him a little when she has her peanutbutter at night.

My cat does that when she is dissatisfied with tonights dinner selection. Spoiled little *****, lol. It works, too!

The cat does like to stare at me sometimes. Usually it means she wants to be scratched. Sometimes she will sit on the porch outside and look at me through the window, or balance herself on the rail of the deck to share company while I'm washing dishes.
She's a comfort. :)
