They are usually very insecure people and yes, usually weak.

I think bullies never changed from the successfull times they had in the school playground,still using modified bullying which ensures they are able to carry on mostly undetected in society.Society has always had them,and society always requires their services,usually for keeping any strays in line.There are many of them joining the ranks of community mobbers/gang stalkers.

Not most of them. I think they realize they get what they want by being a bully, so it works for them.
