A post modern nation returning do a preindustrial society? No. That will not happen. Not unless it is forced by some calamity you see in science fiction movies. It is actually practically impossible to do such a thing. We have such a large population that would not be sustainable. Not even close.

About 5 of my close neighbors have their own garden now. It's definitely a developing trend.

Highly possible that a good proportion might, once the gas, oil and coal run out.
A Tasmanian accountant did a detailed cost comparison between running a tractor and using two heavy horses hauling plough or other tools. It turned out that in maintenance and fuel the tractor was far more expensive, and did not significantly reduce work time.
I am equivocal about such a return. Animals were frequently overused and abused in those days, with rampant cruelty simply accepted.
There are other options for agriculture and travel which are environmentally friendly, and human creativity has only barely begun to invent what is possible.
I could detail the workable alternatives already discovered and in use by the trail blazers, but it would take too much space. Those who are interested can either contact me, or research on line.

Only if there is a dramatic decrease in population....there are too many mouths to feed to go back to that life style in mass.
