Your question is a little vague but it is one of much debate philosophically and theologically. First if everyone knew the "right thing to do" all decsions would be correct, military commanders would never make mistakes etc-ergo "no"
But consider this a Moral question (I guess that's what you meant?) then yes every life form must know "the right thing to do" because even in the animal kingdom mass murder is rarely rewarded, bullying warrants retaliation eventually...and so on...its a natural law but it is law none the less without statute or God.
In short if you didn't know the right thing to do your survivability as a species would be limited so we must know the right thing to do-even if we do not do it all the time.
If we keep not doing the right ting we will be taught a lesson by natural order.
