Ground hogs have no clue. Celebrating "Ground Hog Day" is the modern excuse to celebrate the cross quarter between winter and spring. Feb 2nd is about half way between Midwinter's Night (Yule) and Spring Equinox. It is therefore the beginning of spring. Beginning about now the sun returns rapidly northward, the days get rapidly longer, the temperatures increase. We begin the transition from the dark and cold of winter to the light and warm of summer. Today may still be cold and dark, but its the day we begin to change.

It is a very ancient festival sometimes still called Imbolc by people who follow the old ways of European ancestors.

You don't need the groundhog to tell you if it is sunny or overcast on Feb 2nd. Also, whatever it is like, because it is Feb 2nd, we are VERY VERY likely to get 6 more weeks of winter. Whether or not the groundhog sees his shadow. Winter goes until March 21st.
