Well, your job goal should change, shouldn't it? Therefore, the justification you put on your resume should change to match the job. Otherwise, your resume will most likely be filed in the trash.

Yes. I believe you need to tailor your resume to the position. It makes it easier for potential employers to cull and more likely that you will be in the cull!

Yes-I do. This is a good question cause for the last month I have been job hunting and haven't had to for six years-it's scary so anything helps.

Yes, many organizations you software to scan for key words which are often found in the job posting. If your resume contains the key words, you may get a phone interview as the recruiters attempt to narrow down the applicant pool. If you have what the seek in the phone interview, you just might get an interview with the party who is hiring.

Not for each job application. I do have customized resume' types based upon which particular job I'm looking for (i.e. I have a Cisco Network Architecture resume' as that is one of my primary roles, but I also have a CIO/CTO resume' as that is a role I'm looking to obtain). I do have 'personalized' cover letters specific to each opportunity I apply for though.
