The best way to change the world is probably cultural exchange. Every system has its strengths and weaknesses, a point that the satirist Voltaire liked to make back in the 1700's, using a fictional chat with a Chinese and a fictional chat with an extraterrestrial from Saturn as literary mechanisms for making this point. People want strongly to avoid the bad parts of another culture, and to copy the good parts.<br />

With the Internet, such cultural exchange is inevitable. A dictator of a country such as Turkey can ban youtube.com for example, but ideas, however conflicting on occasion, will inevitably seep in by Internet from the British Commonwealth (population 2.2 billion with 1 billion Internet users) and from Communist China (population 1.3 billion with 700 million Internet users). In the modern world of the 21st Century, unlike the world of the 1700s, there is no need for Voltaire's fictional chats with a Chinese or an extraterrestial to make a point. Instead there are real chats with Chinese or British Commonwealth citizenry, and worthwhile ideas from them will spread across the world like wildfire. There is no going back from weibo.com, and there is no going back from youtube.com .
