There are two primary reasons why someone involved in an ongoing conversation would continue to give monosyllabic replies like that.
Frist, they don't really want to be involved in the conversation to begin with. Perhaps they have other things on their mind, perhaps they don't care for the subject matter, or perhaps they don't care to be in a conversation with you.
Second, they have never learned the art of conversation to begin with. You will notice that when you talk to a child, you often get that type of answer. As the child grows and learns to get along with others, they normally learn to become part of the conversations. Generally by the time they reach their teens, most people can pretty much hold their own in a relatively meaningful conversation. By the time they are in their late teens or early twenties, they should know how to express their ideas and feelings.
And by the time they are crotchety ol' crumudgions like me, sometimes it's hard to get them to shut up!

Crap! I got all wound up and then never answered the question! Let's see... In the first case, I'd rather the person just tell me they are too busy right now to talk, even if they simply don't want to talk to me. No sense in wasting my wit and wisdom on someone who doesn't want it or is too busy to get the benefit of it. In the second case, I am not around to teach someone the art of conversation. I'd rather a dentist were drilling! All-in-all, then, I would say yes, I do find it annoying when people answer with just yes or no.Like (1)
