It depends on who's saying it. I once worked with someone who said it ALL THE TIME, so it eventually lost its effectiveness.
But there were other occasions where I got irritated when someone said that in response to what I said. It was as if they were saying "your comment is not worth responding to," so - - - "WHATEVER."
