And have people in certain neighborhoods afraid to go out their door, or allow their children to play in the park and pray their family make it home safe, should be swept up as a whole and charged with terrorism ? I mean, that's what it basically is !

they should be charged with terrorism. it's sad that they only call it terrorism when other foreign people threaten their country.

Here we are subjected to a constant hue and cry from the neighborhoods where this taking place. They shout for police protection and the city complies as if it were to fight against an invasion of foreign entities that has overtaken these locales.
However, these are not aliens that have descended on these unsuspecting people it is in reality their nephews, their children,even fathers that are gang bangers who with some mothers are abetting these monstrous acts and refuse to help law enforcement. Innocents die to be sure but no one seems to seek out the culprits because they will not turn in their own. They all know who the gang members are.
Random shooting are by those very people who live there. No amount of force can be applied successfully to save a neighborhood wherein the gangs are the inhabitants..
These neighborhoods are on an equal to an Iraq.
