Good influences come from good people and bad influences come from bad people. When you are still young you are influenced by those around you and develop their habits/behaviour; if they are bad then you are more likely to be bad and if they are good you are more likely to be good. People are usually drawn more toward either good or bad - it depends on whether their core personality is weak (bad) or strong (good). Everybody ultimately has a choice of whether they should be good or bad, regardless of who they keep as company.

Not to be wishy-washy, but I think the answer lies somewhere in the middle. I would say that most people are inherently good and get influenced to do bad things. But there are some people (serial killers, Donald Trump, etc.) that just bad.
