You need a cleaner with some sort of ACTIVE enzymes in it. Usually you can find that in a store like Petco or a largegrocery store , but check your local phone book for janitorial supply stores. The enzymes are critical because they actually 'eat' the biological products.

There is stuff I used to get at PetSmart- I can't remeber the name-(sorry). It comes in a white bottle with red printing- looks kinda generic, so that might help you find it. It's a bit pricey- like 10 bucks a bottle, but it was excellent! Removed all scent and you couldn't tell a dog had lived there.

nature's miracle. they sell it at all pet supply stores. it's not "cheap" but if you want to get the urine odor out it's really the only thing that works.

I used to use laundry powder to get cat sick and wee from the carpet. It seemed pretty effective

biological washing powder in warm water, scrub area with soft brush, and rinse with a cloth. will get rid of any stale smells.

under a capet is a thick pad, the urine is inside that, forever... it needs to be torn up. Otherwise, just cover it up with febreeze like everyone else does

Two things have worked for me. Glass cleaner sprayed on and then sopped up or baking soda.

Scrub it with Fabulosa. Your main problems the carpet pad and the flooring esp is it is concrete.

Available at Home Depot is a line of products called Zep.
they have something for it as well.
