Does chain-commenting on what your circle comments about qualify as "stalking"?
Who thinks so and why? Who doesn't and why?

It depends on the comments, but I don't really think so. If someone is repeatedly making rude or hurtful comments, that is harrassment.

No, not as long as the poster was in the circle of the one feeling "followed". I'm sure most people who do this don't mean to be invasive, it's quite intuitive. I mean, we can see our circle's activity. That's a feature of EP. If someone doesn't want his/her friends (circle) to look at and comment on his/her stories (and ones s-/he visits), to share their thoughts with him/her, maybe they shouldn't be in that person's circle.

Think I'd go along with TinyTurtle. Unless someone is literally "following you everywhere". I mean,I look when circle members comment - it's on the screen in front of me - but even my friends comment on things that don't interest me,and vice versa.

I had some creep on Ep (who posed as Mr. Nice Guy) follow me from post to post and say nasty nasty stuff about me. I thought it was a hoot. I blocked him but he kept following me and ranting and raving about me to anyone who would listen. I got a huge kick out of it. I think I just about drove him nuts when I told him I didn't think he was a nice guy.
He sooooo much wanted everyone to loveeeeeee him.....

I'm not really familiar with the term "chain-commenting", but I would say that, in general, "commenting" of any kind is closer to "talking" than "stalking".

no! i don't think so. isn't the whole point of the site to talk to other people? i guess an exception could be made if a person is being pushy and creepy. but other than that--not at all!

No. Stalking is invading people's privacy; follow them on the street where they live for example.
