as a visual artist, i have to say 'yes', emphatically. we each of us see it differently too. i see more colors than most people, and they are always changing, perhaps that is why i like visual art. i find it interesting that the colors we see are supposedly just a result of our visual wetware (retina etc) and i wonder what things would look like seen through different eyes. i try to craft my work so that it would be interesting to a variety of different types of equipment, and not just human eyes. i think i got the idea to do this from my scientific education, i learned to use spectroscopes and other optical detection machinery before i became really interested in visual arts as a career and it was the awareness that there is more than one way of looking at a picture that motivated my transformation from a science minded person into an artist.

Yes - it does matter -- Who wants to see a blue moon every month or a green sun, or purple firetruck, or golden skiy (except at sunset or sunrise), or gold that colored grey. It defines who we all are see, have, and how we all relate. Oh did you mean the color of his or her skin? Well that matter to those who's skin it (the color) belongs to. It helps to define who we are.

That's why traffic lights are vertical and ordered, so that colourblind people won't cause collisions.
