Does it annoy you when someone sends you a private message, but you can't reply because their settings don't allow it?

all the time i find someone that i have something in common with and it does not let me communicate with them in a message form or even whiteboard.

Yes. It's weird. And I have no way of telling them. And sometimes I want to respond, because they're asking me a question or saying something nice, but I can't.

No, it amuses me that they forget that they have blocked me when they send a nice message, so I have no way to say thanks. Still, amusing, not annoying.
