When a person is convicted and sentenced to death, their rights entitle them to an appeal to am appellate court as well as to the Supreme Court and to have their entire case reviewed by the United States Supreme Court. The convicted persons would have two attorneys and can also request to be pardoned by the governor as well the President. Also, there are investigations and reviews by the Department of Justice. That's why it takes years to actually execute a person.
It depends on the criminals family. If the family has life insurance and wants to spend it to bury the criminal then the family pays. If not, the criminal gets a wooden coffin and a city graveyard burial which means that the taxpayers pay.
