    Depends. Some people are just naturally loud and yelling happens, still they are able to dole out punishment correctly. However if yelling was indictive of temper and smack was out of anger, most likely it was abuse.

    Screaming and yelling is losing control so its crap parenting and smacking is wrong 99% of times

    It's certainly dismally inadequate parenting...yes, I'd say it's on the child-abuse spectrum and if it happens from time to time ought flag up that something much worse might happen.
