Alcohol is a depressant so the immediate effect is to lower it but long term use is hard on your circulatory system and will lead to premature arteriosclerosis. Which will cause your standing Bp to raise over time.

For me my bp drops when i drink whiskey ( non other but scotch whiskey) i am hypertension ,, idont know why my bp drop to 115/71/78 pulse from 137/93/98 pulse..
