The main reason that states like California has such outrageous wildfires is because the underbrush isn't cleared away from the trees. If forests were groomed, like they are in Europe, those fires would be so out of control. A good number of trees aren't surviving as they otherwise would because the underbrush causes the fires to burn hotter, causing more destruction.
Fires can start for a number of reasons, including spontaneous combustion, lightening, and the carelessness of man, but why they get so out of control is a totally different story.
