It's a metaphor. For the universe to surrender to you, your mind has to be still. Let's take this step by step.

"Whole universe"? That means all, everything, it doesn't have to be everything, but everything within certain bounds, more on that later.

"A still mind", someone who is relaxed, does not panic and doesn't get swept away with the flow. Someone who takes a step back and looks at something ob<x>jectively, someone who looks at both sides of a story. The one who thinks things over calmly and analyses.

This means than when you think about something calmly, without inteference from both the outside world as well as inside your mind, you can see things you often have missed, "a whole new world" will open up after you discover these things, as if the "whole universe" surrenders to you.

So, simple example: when you're watching a match, be it on tv or in a stadium, you often get swept away with the flow, the mood and the cheers. Would you later on watch that same match on a video and look at how it went, you can often see things you didn't see when you were watching it earlier. Like the tactics the pla<x>yers used, the decisions they made and why they made them. Something like that. This can be applied to everything in life. Be it music, public transportation or war.

Well good attempt:). But I think there are three metaphors and not one. The universe, mind and surrender ( concept). Eastern philosophy denies duality or existence of mind and matter as separate entities ( thus the universe is no different from mind). So when the mind ( universe) is still, it is already tamed. According to the duality theory On a when the mind is still, it becomes agnostic to the universe so it is conquered. Now, coming to the concept of conquering, in either duality, non-duality theories, it is abstract and virtual.

Let's give it a try!

"To the mind that is still", means I think: To the mind that's calm and at peace. Having a peaceful mind unworried by the earthly things.
"The whole universe surrenders", this means, just as it says. The whole universe surrenders. Why? Because the universe at it's whole is chaotic. It's isn't nicely regulated as we think and perceive it. (It's constantly moving unpredictably)

So the whole universe surrenders at the peace what's found inside that mind.
