JoeDiablo - I don't know the make you cite but your desc
ription suggests the "No No" is an electrolysis kit.
I've sampled the process, when a past girlfriend learnt to be a beautician and practiced on random places on my legs! It hurt, rather like hot nettle stings, though not for long per follicle. Be careful with them: it is an invasive process and unless using very good equipment and with great care can do a fair amount of damage. It works by destroying the hair root.
I can vouch for the pain of depilatory cream on the testicles - the one I tried stung like hell and left the skin very inflamed for a time. It was alarming as well as painful - but I did have the presence of mind to wash off with water only, not soap (alkaline) as well! I looked at the ingredients: they included Sodium Hydroxide and Calcium Oxide - caustic soda and quicklime, respectively.
Anyway I hope your friend obtained satisfactory results with the No No.Like (1)

theres no shame in wanting to depilate, depilatory creams are the best thing if you cant get a no no

i only use it on my legs, my arms and body dont have much hair so i usually just shave those areas, and down south i shave once a monthLike (1)
