Although it is better to be cared for in the comfort of your own home rather than end up institutionalised, things need to change. I'm not sure if I'm going off on a tangent here but for example when I worked as a carer for a while in the community, some of the things I saw horrified me. Care for people with genuine needs is not up to scratch either and yet people who play the system seem to be laughing all the way to the bank. I won't elaborate my reasoning on here as I'll take up the whole page. In answer to your question.. I do think to some extent it has failed, yes.
