Overall, I'd claim it is declining. In the United States, racism can be found in two places: the South and academic scholarships.

That the word ******, isn't used as it used to be as much, but, has become a word used by the very people it was used against, as a common word amongst those people to refer to each other, as a way of making it less racist, and more sociably acceptable amongst those kinds of people.
