Depends on how much overweight that person is to start with (assuming they are overweight at all). The usual way is to cut down calories, increase exercise, and be sure to eat constantly (small meals, not one big meal), be sure to eat breakfast (don't skip it), and don't eat 5 hours before bedtime.
