I have had the same problem. Use a moisturizing shaving gel & cool water to shave. When done, pat your legs dry & add cocoa butter lotion to them immediately while your legs are still damp. The moisture that soak into your skin will be retained by the lotion. All lotion is pretty much the same. Fun fact: Using crisco on your skin will essentially do the same thing as a bottle of the most expensive lotion you can find. The only difference is the ingredients and extra vitamins that perfumers will add to a bottle of Jergens or Avon, etc.

Have you considered that you might be allergic to something in your shaving creme? Try a 100% natural one and see if that makes a difference.

after you are through shaving, gently put cool water on your legs, then before it dries, apply your moisturizer.....and it doesn't have to be expensive, either!!!!!!!!!!!!

try cocoa butter.......smells great & relatively inexpensive........and do try to AVOID mineral oil and petrolatum......petrolatum is the generic term for 'Vaseline' a trade name, & is PETROLEUM based; no matter how much it's refined, their site claims it's 'refined 3 times' it's STILL petroleum-based product.........

just sits on the skin & doesn't help at all,........

so read your labels!!!!! if these are within the first 4 or 5 items listed, do not buy.........
