Well if you mean he's shy about touching, then you could make the first move. Just don't get drunk and ask him to sleep over as the first move, like my ex did. That will move things way too fast and mess things up. If you want him to kiss you, make sure that your body language and facial expression suggests that you are open to it and waiting for it. You could also try to hold his hand, and he might do something in return to escalate the intimacy.
