Considering that moist skin has a high coefficient of friction, a promenece of hair folicals over the area provides two effects. The hair strand helps to wick away the moisture and as a group they provide for an irregular surface. Since hair is round, when compressed they act like rollers to provide for less friction. Arm pits and groins both benefit by this, so the genetic trait is preserved along the lineage.
I think you are right in this. I would have answered with the same words.
Hair are present in areas that needed extra protection from invading microorganism.

I saw a documentary about sex once, and they said it has to do with the scent of pheromones being trapped in the hairs which can be sexually stimulating to some.
It's all natures way , Plus we men don't shave in those places or need to .
So women can get it stuck in between their teeth of course!
