How come war in general is a bad thing except for this particular war (any) is good?

I do not think any war is good but it is said of war in general it is an evil. What I mean is whichever war is being fought at the time is always sold as being vital and right to fight as in a "good war'. This does not add up.

It is always bad to Start a war.
it is good to fight people who start the war (to stop it)! and making them afraid from starting it again!
