You're having an allergy to the metal its made of. Paint the back of the belt buckle, the whole metal area, with clear nail polish. And apply another coat on as needed basis as it may come off with time.

i have the same prob. itchy rash appears once belt buckle comes into direct contact with my skin. same thing happens with some necklaces and also watches and bracelets. the answer is that you are allergic to nickel. either buy a narrower belt ensuring it doesnt touch your skin or else paint the buckle with clear nail polish to create a barrier. nickel free buckle is the permanent answer but if you find one please let me know where you got it. ive tried but failed. i also wear nickel compliant jewellery (whtever that means) but still the rash appeared. have had this prob for about 30 yrs. good luck

Perhaps a wider belt, and tighten it up as much as possible, even to the point of being uncomfortable. Or you could wear a shape-wear garment, the belt won't be in contact with anything that would give you a rash. Or maybe use a belt without a buckle, or maybe not wear a belt at all. A lot of dresses don't require belts, that probably the simplest solution.
