Busy is the code word for "You are not one of priorities in my life". It is all "busy" ever meant. I'm glad you figured this one out, but sad you are 26 years or older figuring it out. I think we should explain this one to 5 year olds, but many fathers would beg to differ with me.

ride by their place of employment and call from across the street- If they say they are "real busy" they probably are , unless it's there day off and their car is not in the parking lot. Then you can have a nervous breakdown, but don't do anything rash,just get on craigslist and ask someone in the personals there, they will help you forget about your "too busy" friend !!!!

VERY good question... you may have to go with your gut on this one. If you see this person a lot you can assess how busy they are and should be given all they juggle or do not juggle. If you know this person very well and you are asking this... it may be that they are not worth keeping as a friend or boyfriend. There is nothing wrong with wanting to be cared for and have attention from the people you care about.
