Try a reward system, every time he goes he gets a sticker, when he gets so many or fills a line full, he gets a reward. You take him out for a ice cream cone, or same toy, coloring book, picture book... OR you can try using some of the disposable pictures in the toilet and when he pees on it the color or picture changes. OR you can try flushable toilet targets which you drop in and he takes aim at.

You can give him books to read, pictures to draw while he is using the toilet. This will help him keep busy and not feel like his sitting and waiting to pee is boring or a waste of time.

If he is not ready to stand and pee, allow him to set, but remember to tuck him in, or you will have a mess.

because of me, our pediatrician advised us against potty training our kids, until they were older and mature enough to understand why i still needed to be diapered, and they could learn to use the potty like their mom.
regardless of what happened with our kids. we've learned from many other parents, that "peer pressure" has always succeeded in speeding up their child's decision about wearing diapers or learning to use the potty.
what's worked for most, is to just continuously remind the child at each diaper change, that you're ready to help them learn how to use the potty.
in most cases, each time they are taken out in public with their diapers visible to any other kid around their age. if your child hasn't become uninhibited and actually enjoys being diapered. then, the looks and jeers from the other kids, or his friends will make him want to stop being diapered. or you'll know that it's going to take a little longer.

All kids are different. You just have to relax and be patient. I used potty videos for my son, he was three when he decided to use the big toilet.
But I think what really did it was that he started preschool and almost all of the other kids in his class were potty trained, so he wanted to be too.
Hang in there :-) It will happen.
