For one thing, GW's changed in midstream with 9/11, and continued to evolve throughout the term. Obama took over an existing policy-driven world, and, due to his inability to govern (never managing more than a modest staff) had to go with what others thought.
Obama's is based upon the reality of what is going on. Bush's was based upon rhetoric and political grandstanding with no regard for the cost in lives of money.
In 2002, the President announced a huge increase in U.S. foreign assistance to poor nations. But there was a condition: the money would go to countries that were governing wisely; investing in their people, and promoting economic freedom.
