    Well let's see...considering steak tartare is not actually cooked, I would say pretty darn rare.

    Slightly warmed is the French way....so ensure you could it more or something awful could happen.

    If it is super fresh and clean, raw...
    If it has been to a store and passed through someones hands, just char the outside, bacteria dont get inside.
    Burger can get bacteria inside it so best if cooked all the way through.

    All you need to do is flash fry each side for a few moments, just the outside needs to be quickly heated and there ya go! You can eat steaks raw even, its ground up meat that is full of bacteria.
