Well let's see...considering steak tartare is not actually cooked, I would say pretty darn rare.
Slightly warmed is the French way....so ensure you could it more or something awful could happen.

If it has been to a store and passed through someones hands, just char the outside, bacteria dont get inside.<br />
Burger can get bacteria inside it so best if cooked all the way through.
