Grooming doesn't require I license but does require training. You might get a vet to hire you before 18 but I doubt it.

People shave and butcher dogs and cats and call themselves professionals. Go to a well known petchain that offers grooming and ask about a bathing position. There's your first step. It's not an easy job at all. It looks fun but its backbreaking work and takes a lot of patience. I have done everything you can imagine in the biz, and work experience as a bather is key. Opening a shop knowing nothing about breed cuts or your competitors standards is a good way to go bankrupt.
