Ask the blind person what specific spices they want in the rack, find some nice spice jars for those specific spices, that will then determine how big the spice rack will be, also ask them where they plan on putting the rack, such as; hanging on the wall, in a cabinet, on the counter etc. This will also determine how big or small it should be, when you get that figured out make metal tags underneath each bottle in braille indicating what the spice is, that way the blind individual can just feel for the right one.
